Report overview
Segments covered: offering, link type, frequency band, drone size, application.
The growth of this market is mainly driven by the mass production of military drones, the need for jam-resistant and secure drone data links under electronic warfare, the growth of beyond visual line of sight (BVLOS) operations that require satellite and cellular connectivity, and government measures to secure trusted drone communication equipment. In addition, the adoption of mesh networking, fiber-optic control links, and AI-enabled spectrum management is further supporting the growth of this market.
The Drone Communication Systems Market, also referred to as the UAV communication, drone data link, or drone datalink market, comprises the onboard and ground equipment, software, and services that connect unmanned aerial vehicles (UAVs) with operators, ground control stations, and other drones. The market includes command-and-control (C2) data links, mobile ad hoc network (MANET) and mesh radios, analog and digital video transmitters, antennas, satellite communication (SATCOM) terminals, 4G and 5G cellular modules, fiber-optic control links, and ground control stations and controllers, along with link management and encryption software and connectivity services. Navigation receivers and flight controllers are excluded from the market size and are covered in separate reports. The market ecosystem extends from RF chip, fiber, and antenna suppliers to radio and data link manufacturers, satellite and cellular network operators, drone OEMs, and military, commercial, and consumer drone operators.
Every drone requires a communication link, which ties the market directly to drone production. Ukraine produced more than 4 million drones in 2025 and targets more than 7 million in 2026, the U.S. Drone Dominance Program plans to procure around 340,000 small drones over two years, and more than 600,000 DJI agricultural drones were in use globally by the end of 2025. The FAA lists 873,450 registered drones in the U.S.
Electronic warfare has turned drone communication into one of the most contested technologies on the battlefield. Jamming of radio links has driven rapid adoption of frequency-hopping and mesh radios, links in less congested frequency bands, and fiber-optic control links that cannot be jammed. Russia and Ukraine together used an estimated 50 million to 60 million km of fiber for drones in 2025. Satellite links are also used to extend drone range, with Russian drones fitted with Starlink terminals reaching targets up to 50 km behind the front line, which led Ukraine to introduce restrictions and verification of Starlink terminals in early 2026.
Demand for military mesh radios is reflected in supplier results. Motorola Solutions completed its USD 4.4 billion acquisition of Silvus Technologies in August 2025 and expects Silvus revenue of around USD 850 million in 2026, with capacity being expanded in Los Angeles and a new manufacturing facility being built in Salt Lake City. Codan reported revenue of AUD 875 million in FY2026, with its communications segment, which includes Domo Tactical Communications, growing 22% and its order book rising 50%, supported by demand for unmanned radio systems.
At the same time, government measures are reshaping sourcing. In December 2025, the U.S. FCC added foreign-produced UAS critical components, including data transmission devices, communications systems, ground control stations, and UAS controllers, to its Covered List. Commercial BVLOS operations are also expected to expand following the proposed FAA Part 108 rule, increasing demand for cellular and satellite connectivity. Together, these developments are creating opportunities for secure, jam-resistant, and long-range drone communication suppliers.
Defense budgets are providing the financial base for this growth. According to SIPRI, global military expenditure reached a record USD 2,887 billion in 2025, with spending in Europe rising 14% to USD 864 billion and spending across Asia and Oceania rising 8.1% to USD 681 billion. The U.S. Department of War FY2027 budget request includes a USD 53.6 billion Drone Dominance mandatory request, the Drone Dominance Program plans to procure around 340,000 small drones over two years, and Taiwan has proposed an NT$210 billion budget for 209,646 domestic drones. As armed forces adopt drones at this scale, secure and resilient communication has become a core procurement requirement.
The structure of the market is shifting toward higher-value systems. Low-cost radio receivers and analog video transmitters remain the largest category by volume, but mesh radios, encrypted data links, satellite terminals, and fiber-optic control links account for a growing share of value. Motorola Solutions reported Silvus revenue of around USD 210 million in the first quarter of 2026 and USD 230 million in the second quarter, and raised its full-year revenue guidance by USD 175 million, around USD 100 million of which it attributed to Silvus. This shift is expected to increase the average value of communication systems per drone throughout the forecast period.
The market is also being shaped by the growth of interceptor drones and counter-drone operations. Ukraine produced around 100,000 interceptor drones in 2025 and was delivering more than 1,500 per day to its units by January 2026, and these drones must receive targeting data from ground radars and sensors in real time, which requires reliable low-latency data links and mesh networks. In the commercial sector, the FAA lists 873,450 registered drones and more than 223,000 certified remote pilots in the U.S., and the expected Part 108 BVLOS rule is likely to increase demand for connectivity that does not depend on line of sight. Together, military and commercial requirements are expected to support strong growth in the market throughout the forecast period.
This indicates that compliance, security, and production capacity are key selection criteria for defense drone data links.
This points to growing demand for multi-link connectivity platforms and connectivity-as-a-service in commercial operations.
Market dynamics
13 factors across 5 forcesMass Production of Military Drones
The scale of military drone production is the most important factor driving the Drone Communication Systems Market. Each FPV drone requires a radio receiver and video transmitter, and larger drones require C2 data links, mesh radios, or satellite terminals. Ukraine produced more than 4 million drones in 2025 and targets more than 7 million in 2026, Taiwan has proposed an NT$210 billion budget for 209,646 domestic drones, and South Korea plans to acquire more than 20,000 low-cost drones. As most strike drones are expended in a single mission, demand for communication hardware is recurring and closely tied to production volumes.
The U.S. Drone Dominance Program illustrates the volume and price structure of this demand. The program made its first award in March 2026 for 30,000 drones across 11 vendors, with unit price targets falling from USD 5,000 to around USD 2,300, and its test missions include 10 km strikes across open terrain. These requirements call for compact, low-cost, and jam-resistant data links that can be produced in large volumes by compliant suppliers.
Need for Jam-Resistant and Secure Data Links
Electronic warfare has made the communication link the main point of failure for military drones. Operators are adopting frequency-hopping radios, mesh networks that reroute data through other drones, links in less congested frequency bands, encryption, and fiber-optic control. The rapid growth of mesh radio suppliers reflects this demand. Motorola Solutions expects Silvus revenue of around USD 850 million in 2026, and the communications segment of Codan grew 22% in FY2026 with support from unmanned radio systems. This requirement is increasing the value of communication systems per drone.
Satellite connectivity has also become part of the battlefield. Russian drones fitted with Starlink terminals have reached targets up to 50 km behind the front line, and conventional jamming is largely ineffective against satellite links. Ukraine responded in early 2026 with restrictions that cut access for terminals moving faster than 90 km/h for more than two minutes, and with plans for terminal verification. This illustrates how quickly communication methods are evolving and why buyers are investing in multiple link types.
Growth of BVLOS Operations Requiring Satellite and Cellular Connectivity
Beyond visual line of sight operations require communication links that work beyond radio range, using cellular networks or satellites. The FAA proposed the Part 108 BVLOS rule in August 2025 and submitted the final rule for White House review in July 2026. Elsight, which supplies multi-link cellular and satellite connectivity for drones, reported record revenue of USD 23.4 million in the first half of 2026, nearly five times the prior-year period, and its Halo platform was added to the Blue UAS Cleared List. In the military domain, satellite terminals are being used to extend drone strike ranges, as shown by the use of Starlink-equipped drones in Ukraine.
The commercial drone fleet provides a large base for BVLOS connectivity. The FAA lists 873,450 registered drones in the U.S., including 367,848 commercial drones, and more than 600,000 DJI agricultural drones were in use globally by the end of 2025. Elsight reported its sixth consecutive quarter of record revenue in the second quarter of 2026, at USD 11.83 million, nearly three times the level of the second quarter of 2025, and a U.S. public safety customer increased its Halo order more than fourfold. These indicators point to strong demand for multi-link connectivity as BVLOS operations expand.
Government Measures to Secure Trusted Communication Equipment
Governments are restricting drone communication equipment from countries considered to be security risks. The FCC Covered List decision of December 2025 covers foreign-produced data transmission devices, communications systems, ground control stations, and UAS controllers. These measures are directing government and defense demand toward suppliers in the U.S., Europe, Israel, and Australia, and are increasing the average price of compliant communication equipment.
China has also restricted exports of drone components, including radios. In August 2026, China removed export facilitation measures for controlled drones and components shipped to the U.S., including radios and other communication components. As a result, U.S. and European drone manufacturers are qualifying alternative suppliers, and Blue UAS clearance has become an important selling point, as reflected in the addition of the Elsight Halo platform to the Blue UAS Cleared List.

Expert perspectives
The Drone Communication Systems Market is changing from a low-cost accessory market into one of the most strategic segments of the drone industry. On the battlefield, the communication link is the main target of electronic warfare, and the ability to maintain control and video under jamming determines whether a drone completes its mission. This has created strong demand for mesh radios, fiber-optic links, and satellite connectivity, while the volume of FPV drones keeps demand for basic radios and video transmitters very high.
Three structural changes are expected to shape competitive positions through 2036. First, communication systems are becoming multi-link and software-defined, combining radio, mesh, cellular, and satellite connectivity. Second, fiber-optic and satellite links are reducing dependence on radio links in contested environments, while also creating new supply chain dependencies on optical fiber and satellite operators. Third, connectivity services for BVLOS operations are creating recurring revenue streams in the commercial segment.
For companies planning entry or expansion, the most defensible positions over the forecast period are likely to be found in secure mesh radios, multi-link BVLOS connectivity, fiber-optic control systems, and compliant FPV radios produced at scale. For established suppliers, the principal risk is the pace of electronic warfare change, which requires rapid updates of waveforms, frequencies, and hardware.
