Report overview
Market value is measured in USD million/billion. Segments covered: offering, network domain, application, deployment model, autonomy level, end user. Regions: North America, Europe, Asia-Pacific, Latin America, Middle East & Africa.
The growth of this market is mainly driven by the widening divergence between network traffic growth and operator revenue, rising network energy cost and the quantified savings delivered by artificial intelligence-driven control, expanding operator cost reduction programmes with quantified targets and deadlines, and growing network scale and parameter count beyond manual operating limits. However, declining and flat capital expenditure across major operator groups, limited availability of standards-based control interfaces in deployed networks, and the absence of verified cost cases combined with tightening change control after documented outages restrain the growth of this market.
Furthermore, rising operator commitment to autonomous network maturity targets, expanding deployment of agentic artificial intelligence in production network operations, and growing public funding directed specifically at artificial intelligence-native networks are expected to offer growth opportunities for the stakeholders in this market. However, limited data granularity and historical depth in network operations, the high and unquantified power requirement for inference at cell sites and edge locations, the narrow supply of network artificial intelligence skills against unmatched training standards, and tightening vendor restriction regimes limiting supplier choice remain major challenges impacting the growth of this market. Additionally, rising automated resolution rates across operator network operations, the growing separation of network energy consumption from traffic growth, growing concentration of traffic intensity rather than connection growth, and expanding open radio access network commitments without published cost cases are prominent trends in this market.
The AI in Networks Market comprises the software and services through which artificial intelligence and machine learning are applied to the planning, configuration, optimisation, assurance, energy management and security of communication networks. The market includes network intelligence and analytics platforms, domain intelligence applications for radio access, transport, core and enterprise networks, automation and closed-loop orchestration software, RAN Intelligent Controller applications, service assurance and experience analytics, network security analytics, network digital twin and planning software, and the consulting, integration, model development, managed operations and support services that deliver them. The market is measured on a software and services basis. Network equipment and port value, fronthaul and backhaul capital expenditure, probe, telemetry and test hardware, software-defined networking and virtualisation platform licences, network infrastructure built to carry artificial intelligence workloads, observability of artificial intelligence systems, and operations analytics outside the network domain are excluded. The market ecosystem extends from telecom operators, enterprise network owners and hyperscale providers to radio, transport and enterprise equipment vendors, network software and operations support system suppliers, artificial intelligence platform and model providers, test and telemetry vendors, systems integrators and managed service providers, and the standards bodies, industry alliances, regulators and security agencies that specify and govern this work.
The market is experiencing strong growth as network traffic continues to rise faster than the revenue that funds it, which has moved optimisation software from a discretionary purchase to an operating requirement. The Ministry of Industry and Information Technology recorded mobile internet traffic of 219.7 exabytes across the first half of 2026 in China, up 17.7% year on year, alongside telecom business revenue of CNY 887.3 billion, down 2.1%. Ofcom recorded United Kingdom mobile data of 1,257 petabytes per month in Connected Nations 2025, up 18%, against United Kingdom telecoms revenue of GBP 34.7 billion, down 0.8%. The Telecom Regulatory Authority of India recorded wireless data usage of 84,424 petabytes in the quarter ended 30 June 2026, up 8.30% quarter on quarter, while average revenue per gigabyte fell 5.07% to INR 7.13. The Ericsson Mobility Report places total mobile network traffic at 203 exabytes per month at the end of 2025, rising to 515 exabytes by 2031 at a compound annual growth rate of 17%, against subscription growth of 1%. Capacity additions alone cannot close that gap, and optimisation software has become a condition of serving demand profitably.
The maturing of standardised management and control interfaces is further strengthening market growth, as it allows artificial intelligence functions to be procured as managed objects rather than as vendor-specific features. The 3GPP specification TS 28.105 on artificial intelligence and machine learning management reached version 20.0.0 on 25 September 2026, standardising a model lifecycle of training, testing, optional emulation, deployment and inference, with normative interfaces for federated, distributed, reinforcement and transfer learning, inference emulation before deployment, explainability, and capability configuration explicitly covering next-generation radio access network energy saving, mobility and load balancing, while stating that the model algorithm itself is not in scope for standardisation. TS 28.104 on management data analytics reached version 20.1.0 on the same date, defining standardised analytics capabilities across coverage, service level, fault management, energy saving, mobility, maintenance and resource domains. The O-RAN ALLIANCE completed Specification Release 5 on 8 June 2026, introducing artificial intelligence and machine learning workflow services spanning the Non-Real-Time and Near-Real-Time RAN Intelligent Controllers. Operators can therefore specify artificial intelligence functions in tenders as managed objects with defined interfaces, which opens the market to application suppliers that do not also supply the radio.
Procurement demand is being reshaped by the arrival of independent validation of autonomous operation, which has given buyers a comparable measure of capability. TM Forum launched its Autonomous Network Level Assessment Validation programme in June 2025 and had awarded almost 100 certificates by DTW Ignite 2026, including 40 new certificates to 17 communications service providers at that event and 35 certificates to 21 operator networks at Innovate Asia in November 2025. A TM Forum survey of 80 operators reported at DTW Ignite 2026 found that 20% expect to reach Level 4 or above by 2027, 81% are targeting Level 4 or above by 2030, and 75% planned to increase autonomous network investment by 2026. Rakuten Mobile was validated at Level 4 under the RAN energy efficiency optimisation scenario in February 2026, and Zain Kuwait published scores of 4.0 for that scenario and 3.9 for RAN fault management. Suppliers are now bidding against named scenarios and validated levels.
Another major growth driver is the cost of network energy, which has produced the clearest published returns of any application in this market. Bharti Airtel reported 133,198 megawatt hours of electricity saved in the financial year ended March 2026 through machine learning optimisation placing low-load radios into sleep mode. Vodafone UK reported on 11 March 2025 that artificial intelligence reduced daily power consumption of 5G radio units by up to 33% at trial sites across London. Rakuten Mobile reported an approximately 20% reduction in radio access network energy use from its autonomous energy efficiency solution across tens of thousands of base stations. Deutsche Telekom reported that energy intensity fell approximately 16% in 2025 to 48 kilowatt hours per terabyte, with artificial intelligence-based data centre cooling management delivering efficiency gains of up to 33%. The GSMA reported in Mobile Net Zero on 14 July 2026 that operator emissions fell 13% between 2019 and 2024 while data traffic more than quadrupled. Energy applications consequently carry the shortest approval cycle in this market and are funding the platform investment that later applications depend on.
Demand for autonomous fault handling is increasingly being met through agentic systems operating inside live networks rather than through reporting tools. Deutsche Telekom disclosed on 5 October 2026 gross savings from artificial intelligence and automation of approximately EUR 1.1 billion by 2027 against 2023 outside the United States and approximately EUR 2.5 billion in indirect cost savings by 2030, with a target of more than 90% automated fault resolution in network operations by 2027 and its RAN Guardian Agent cutting response time to network strain events from several hours to about one minute. China Mobile raised the autonomy level of its network operation centre from 3.2 to 4 on the TM Forum assessment, reducing manual operations by the equivalent of 5,500 full-time roles by the end of 2024, cutting backend operations manpower by more than 30% and average fault and complaint mean time to repair by 30%, across deployments covering 300 million subscribers in Guangdong and 330 million in Xinjiang. Verizon reported more than 70 million autonomous network configuration changes in a year. Contract value is shifting accordingly from reporting and visibility tools toward systems that execute changes under governance.
At the same time, the growing use of accelerated computing inside radio access networks is reshaping the network intelligence ecosystem and creating new opportunities for suppliers able to combine inference with radio processing. NVIDIA agreed to invest USD 1 billion in Nokia at a subscription price of USD 6.01 per share, announced on 28 October 2025, covering the Aerial RAN Computer Pro platform, CUDA hosting of Nokia radio software and Spectrum-X Ethernet switching, with T-Mobile US committed to field evaluations from 2026. SoftBank reported uplink user throughput gains of approximately 20% from artificial intelligence uplink channel interpolation, approximately 13% in high-mobility conditions from sounding reference signal timing prediction, and approximately three times the spectral efficiency from 16-layer multi-user multiple-input multiple-output on graphics processing units. Nokia launched a commercial artificial intelligence-native radio access network platform on 15 July 2026 built on its anyRAN software with NVIDIA accelerated computing and Marvell silicon, offering a graphics processing unit capacity plug-in for installed basebands, a standalone accelerated node and a cloud deployment path, with pilots from the end of 2026, commercial availability in 2027 and pricing as a software subscription. The AI-RAN Alliance reached 132 members by 26 February 2026 across three working groups, having published four foundational documents. Radio and inference workloads sharing a platform is creating a supplier category that neither traditional radio vendors nor cloud providers previously occupied.
This reflects the emergence of independent autonomy validation as the procurement benchmark, which favours suppliers able to map products to named scenarios over those positioning on feature breadth.
This indicates that enterprise adoption is being carried by licence bundling rather than discrete purchasing, while the practical constraint has shifted to the quality and consistency of existing network data.
This points to procurement weighting governance, gating and rollback controls above autonomy itself, which lengthens sales cycles for closed-loop functionality and raises the value of auditable control frameworks.
Market dynamics
18 factors across 5 forcesWidening Divergence Between Network Traffic Growth and Operator Revenue
The widening divergence between network traffic growth and operator revenue is the most significant factor driving this market, because it removes the option of meeting demand by adding capacity alone. The Ministry of Industry and Information Technology recorded mobile internet traffic of 219.7 exabytes across the first half of 2026 in China, an increase of 17.7% year on year, and telecom business volume up 7.7% at constant prices, against telecom business revenue of CNY 887.3 billion, down 2.1%, in the same bulletin. Ofcom recorded total United Kingdom mobile data of 1,257 petabytes per month in Connected Nations 2025, up 18% year on year with 5G volume up 53%, alongside residential fixed broadband use of 583 gigabytes per month, up 10%, while reporting United Kingdom telecoms revenue of GBP 34.7 billion for 2025, down 0.8%. The Telecom Regulatory Authority of India recorded wireless data usage of 84,424 petabytes in the quarter ended 30 June 2026, up 8.30% quarter on quarter, against average revenue per gigabyte of INR 7.13, down 5.07%. Operators facing volume growth that revenue does not fund are therefore buying software that raises the yield of installed assets.
Rising Network Energy Cost and Quantified Savings From Artificial Intelligence-Driven Control
Rising network energy cost is driving adoption of artificial intelligence-driven energy control, and operators have begun publishing the savings delivered. Bharti Airtel reported 133,198 megawatt hours of electricity saved in the financial year ended March 2026 through machine learning network optimisation that placed low-load radios into sleep mode, in its integrated annual report. MTN South Africa and ZTE stated a 13.5% site energy saving from artificial intelligence-based control against 2.8% from baseline energy-saving features alone, an uplift of 10.7 percentage points, following trials at selected Cape Town sites and scaling across the Western Cape in the second quarter of 2026. Telefonica reported that energy use fell 4% in 2025 while traffic rose 25%, improving the megawatt hours per petabyte ratio by 23%, against a target of reducing consumption per unit of traffic by 95% by 2030. China Mobile recorded power and utilities expenses of CNY 43.9 billion for 2025. Energy control is therefore the application with the clearest published payback, and it is pulling wider platform adoption behind it.
Expanding Operator Cost Reduction Programmes With Quantified Targets and Deadlines
Expanding operator cost reduction programmes are significantly increasing demand for network automation software, because the committed savings cannot be delivered by headcount reduction alone. BT Group raised its transformation savings target to GBP 3.7 billion from GBP 3.0 billion and extended the programme by one year to the 2030 financial year, raising cost to achieve from GBP 1.0 billion to GBP 1.4 billion, having delivered GBP 580 million of gross annualised savings in the 2026 financial year and GBP 1.5 billion across two years, with total labour resource down 7% to 108,000 against a long-term workforce target of 75,000 to 80,000. Telefonica announced a EUR 3 billion target by 2030 with EUR 2.3 billion by 2028 under its Transform and Grow plan alongside third-quarter results on 4 November 2025, cutting the 2026 dividend to EUR 0.15 per share to prioritise investment in core technology. Vodafone attributed EUR 2 billion of gross efficiency and synergy potential partly to artificial intelligence-led operational improvements. These commitments convert automation from a technical option into a disclosed financial obligation.
Growing Network Scale and Parameter Count Beyond Manual Operating Limits
Growing network scale is driving adoption, because the number of elements and tunable parameters has moved beyond what manual operation can address. The Ministry of Industry and Information Technology recorded 5.102 million 5G base stations in China at the end of June 2026, representing 39.1% of all mobile base stations and implying approximately 13.05 million mobile base stations in total, with 263,000 5G sites added in six months. China Mobile stated that its own 5G base stations exceeded 2.77 million at the end of 2025, and Reliance Jio reported more than 1 million 5G cells deployed across India as at 31 March 2026. Bharti Airtel added approximately 7,900 network sites and more than 43,000 kilometres of fibre in the financial year ended March 2026. Ericsson has characterised a single next-generation node B as exposing thousands of tunable parameters, with managed spectrum bands rising above 50 at the highest complexity tier. Operators are acquiring closed-loop software because the configuration surface has outgrown what engineering headcount can address.

North America
Largest shareIn 2026, North America is expected to account for the largest share of the market, while Asia-Pacific is projected to register the highest CAGR during the forecast period. North America is expected to account for the largest share of the AI in networks market in 2026, supported by the concentration of both the largest network operators and the principal software and silicon suppliers. AT&T reported capital investment of USD 22.0 billion for 2025 including vendor financing and guided to USD 23 billion to USD 24 billion for 2026, while Verizon reported capital expenditure of USD 17.0 billion and T-Mobile US approximately USD 9,955 million. Verizon reported more than 70 million autonomous network configuration changes in a year with agents identifying and resolving issues in under two minutes, and AT&T has stated approximately 700,000 network changes per day made using artificial intelligence alongside a proprietary foundation model delivering 20% to 25% cost reduction against general-purpose models. The National Telecommunications and Information Administration issued a funding notice on 14 July 2026 for USD 53 million directed at artificial intelligence-native sixth-generation and artificial intelligence-enabled radio access network projects, with up to USD 25 million per project, against an original Public Wireless Supply Chain Innovation Fund appropriation of approximately USD 1.5 billion from which Congress rescinded USD 850 million. HPE completed its acquisition of Juniper Networks on 2 July 2025 and reported Networking segment revenue of USD 2,893 million for the quarter ended 31 July 2026. Suppliers must therefore sell into a market where buyers hold both the largest budgets and the deepest internal engineering capability. North America
Europe
Europe is expected to account for a substantial share of the AI in networks market in 2026, led by operator groups that publish quantified autonomy and energy results and by the most developed regulatory framework. Deutsche Telekom disclosed on 5 October 2026 gross artificial intelligence and automation savings of approximately EUR 1.1 billion by 2027 against 2023 outside the United States and approximately EUR 2.5 billion in indirect savings by 2030, with energy intensity down approximately 16% in 2025 to 48 kilowatt hours per terabyte. Telefonica reported 12 Level 4 use cases operational at the end of 2025 across Spain, Germany and Brazil against a EUR 3 billion cost target by 2030, and Vodafone UK reported artificial intelligence reducing daily power consumption of 5G radio units by up to 33% at London trial sites. Regulation (EU) 2026/1744 of 8 July 2026 amended the Artificial Intelligence Act, entering into force on 27 July 2026 and moving high-risk obligations for Annex III systems to 2 December 2027, while the Smart Networks and Services Joint Undertaking allocated EUR 22 million across five projects under Call 6 within a work programme distributing more than EUR 240 million. Regional demand is shaped more by published savings commitments and compliance deadlines than by network expansion. Europe
Asia-Pacific
Fastest growthAsia-Pacific is projected to register the highest CAGR in the AI in networks market during the forecast period, driven by state policy direction, the largest installed base and the most advanced operator deployments. The Ministry of Industry and Information Technology issued Implementation Opinions on the innovative development of artificial intelligence and information communications for 2026 to 2028 in June 2026, targeting more than 30 high-value scenarios by 2028, metropolitan one-millisecond computing access zones across at least 75% of urban areas, and intelligent network operations at an internationally advanced level with an initial high level of network autonomy. China Mobile raised its network operation centre to autonomy Level 4 across deployments covering 300 million subscribers in Guangdong and 330 million in Xinjiang, cutting backend operations manpower by more than 30%. SoftBank reported uplink throughput gains of approximately 20% from artificial intelligence channel interpolation under its AITRAS architecture, Rakuten Mobile achieved Level 4 validation for RAN energy efficiency with an approximately 20% energy reduction, and NTT DOCOMO placed multi-vendor O-RAN equipment into commercial operation on 9 September 2026. Japan's Ministry of Internal Affairs and Communications joined the AI-RAN Alliance, which reached 132 members by February 2026. State policy targets rather than operator business cases are therefore setting the pace of adoption across much of the region. Asia-Pacific
Latin America
Latin America is expected to account for a modest but growing share of the AI in networks market in 2026, with adoption led by the regional operations of European operator groups rather than by independent domestic programmes. Telefonica includes Vivo in Brazil among the three operations carrying its 12 Level 4 use cases, with named deployments covering autonomous creation of network capacity, autonomous detection and resolution on the virtualised 5G core, and autonomous creation of client fibre capacity. Telefonica Brasil and Entel Peru both received TM Forum Autonomous Network Level Assessment Validation certificates at DTW Ignite 2026, and MasOrange was certified in the same cohort. Adoption across the region is constrained by capital expenditure discipline at operators carrying currency exposure and by the absence of national funding programmes comparable to those in North America, Europe and Asia-Pacific. Regional demand therefore concentrates on fault management and energy applications with the shortest published payback rather than on full autonomous operation. Latin America
Middle East & Africa
The Middle East & Africa is expected to account for a modest share of the AI in networks market in 2026, with activity concentrated among Gulf operators pursuing published autonomy targets and among African operators prioritising energy cost. Zain Kuwait published TM Forum validated scores of 4.0 for RAN energy efficiency optimisation and 3.9 for RAN fault management, the latter described as the highest recorded level globally for that scenario, receiving its certificate at DTW Ignite 2026. The operator e& UAE published a joint blueprint with TM Forum on 22 June 2026 targeting Level 4 autonomous networks by 2030 and preparing foundations for Level 5 beyond 2030, and stc and Ooredoo Kuwait hold certificates from the 2025 cohort. MTN South Africa reported a 13.5% site energy saving from artificial intelligence-based control against 2.8% from baseline energy-saving features alone, following Cape Town trials and scaling across the Western Cape in the second quarter of 2026. Energy economics therefore drive adoption across the African market while autonomy certification drives it across the Gulf. Middle East & Africa
Competitive landscape
The global AI in networks market is moderately fragmented, with competition among radio access and core equipment vendors, transport and routing suppliers, enterprise networking vendors, network software and operations support system providers, security analytics specialists, inference silicon and cloud platform suppliers, pure-play network intelligence companies, and systems integrators. Competition is contested on standards and interface conformance, breadth of network domain coverage, the autonomy level a product can be validated against, and the ability to operate in brownfield multi-vendor networks. Independent validation has become a competitive instrument, with TM Forum issuing supplier certificates alongside operator certificates to Ericsson, Huawei, IBM, Makman Technology Consulting and ZTE at DTW Ignite 2026. The O-RAN ALLIANCE states an ecosystem of more than 220 participants and more than 150 specifications, with 19 to 21 qualified Open Testing and Integration Centres depending on the source date, which gives smaller application suppliers a conformance route to multi-vendor deployment. Competitive advantage is accruing to suppliers that can evidence conformance and validated outcomes rather than to those with the broadest portfolio.
Strategic activity has centred on acquiring enterprise network intelligence, embedding accelerated compute in radio access networks, and building shared model infrastructure. HPE completed its acquisition of Juniper Networks on 2 July 2025 for USD 40.00 per share in cash at an equity value of approximately USD 14 billion, having been sued by the Department of Justice on 30 January 2025 under Section 7 of the Clayton Act; the settlement announced on 28 June 2025 under release number 25-676 requires HPE to divest its global Instant On campus and branch wireless business to an approved buyer within 180 days and to hold an auction licensing the Mist artificial intelligence operations source code to competitors on a perpetual, non-exclusive basis with optional transitional support and personnel transfers. NVIDIA agreed on 28 October 2025 to invest USD 1 billion in Nokia at USD 6.01 per share alongside a platform collaboration, under which Nokia launched a commercial artificial intelligence-native radio access network platform on 15 July 2026 with pilots from the end of 2026 and commercial availability in 2027, and the GSMA launched Open Telco AI on 2 March 2026 with AT&T and AMD as founding supporters and ten contributing operators. Capability in this market is therefore being assembled through acquisition, regulatory remedy and consortium infrastructure rather than built in isolation.

Expert perspectives
The AI in Networks Market is entering a period in which the constraint on growth is no longer the capability of the models but the readiness of the networks they must operate on. Standardisation has advanced materially, with 3GPP TS 28.105 reaching version 20.0.0 on 25 September 2026 and O-RAN Specification Release 5 completing on 8 June 2026 with artificial intelligence workflow services across both RAN Intelligent Controllers. Yet the Global Mobile Suppliers Association recorded only 95 operators with launched 5G standalone service against 392 with launched 5G networks as at the end of March 2026, and one nationwide RAN Intelligent Controller deployment has been publicly identified. Ericsson stated in February 2026 that its automation platform ecosystem held nearly 90 applications across 20 communications service providers, and Nokia set commercial availability of its artificial intelligence-native radio platform at 2027. The addressable base for interface-dependent applications is therefore a fraction of the installed network footprint, and most revenue through the first half of the forecast period will be earned in brownfield networks through proprietary integration rather than portable applications.
Three structural changes are expected to shape the market through 2036. First, independent validation will become the basis of procurement, following TM Forum awarding almost 100 Autonomous Network Level Assessment Validation certificates since June 2025 and a survey of 80 operators in which 81% target Level 4 or above by 2030 against an industry average of between approximately 1.5 and 2.1 today. Second, energy will remain the application that funds the rest, because it produces auditable figures such as the 133,198 megawatt hours Bharti Airtel reported saved in the financial year ended March 2026 and the approximately 20% radio access network reduction Rakuten Mobile achieved at validated Level 4. Third, sixth-generation standardisation will pull artificial intelligence into the air interface itself, with 3GPP taking normative two-sided model work for channel state information compression under RP-251870 in June 2025 and publishing an IMT-2030 timeline of technology proposals in early 2029 and full specifications by mid-2030.
For companies planning entry or expansion, the most attractive positions are in energy and fault applications where payback is published and procurement is already validated, in operations assistants and agentic systems where contract value exceeds that of reporting software, and in the integration and model development services that every deployment requires before software earns anything. The principal risks are flat operator capital expenditure, with Verizon guiding 2026 capital expenditure down to between USD 16.0 billion and USD 16.5 billion and China Mobile cutting 8.0% in 2025; tightening change control following the Federal Communications Commission findings on the February 2024 AT&T outage; the absence of any published figure for the incremental site power that accelerated inference requires; and a regulatory position in which no sectoral rule yet governs artificial intelligence in network operations, leaving the horizontal Artificial Intelligence Act and sectoral cybersecurity law to apply.
