Segments covered: service, fab type, wafer size, project type.

The growth of this market is mainly driven by record semiconductor capital expenditure linked to AI, government incentive programs to build domestic chip production in the U.S., Europe, Japan, India, and other countries, the construction of large advanced logic and memory fabs, and the rapid expansion of advanced packaging capacity. In addition, the rising complexity of cleanroom, ultrapure water, process gas, and electrical systems for leading-edge fabs, and the growth of brownfield expansion and retrofit projects, are further supporting the growth of this market.

The Semiconductor Fab Construction Market, also referred to as the semiconductor fabrication plant construction, cleanroom fab construction, or semiconductor facility engineering and construction market, comprises the design, engineering, construction, and commissioning services and systems used to build semiconductor wafer fabs and advanced packaging facilities. The market includes design and engineering, including engineering, procurement, and construction management (EPCM); civil and structural construction; cleanroom systems, including walls, ceilings, raised floors, and fan filter units; mechanical, electrical, and plumbing (MEP) and process utilities, including HVAC, ultrapure water, process gas and chemical distribution, exhaust and abatement, and electrical systems; tool installation and hook-up; and commissioning, qualification, and facility services. The market excludes the cost of semiconductor process equipment. The market ecosystem extends from material and component suppliers to cleanroom and utility system manufacturers, engineering and construction contractors, specialty subcontractors, and semiconductor manufacturers.

Semiconductor fabs are among the most complex and expensive industrial facilities in the world. A leading-edge fab requires an ultra-clean environment with precise control of temperature, humidity, and vibration, large volumes of ultrapure water, dozens of process gases and chemicals, and a reliable supply of large amounts of electrical power. As chips become more advanced, fabs require larger cleanrooms, more utilities, and more sophisticated construction, increasing construction value per fab.

Semiconductor capital expenditure is at record levels, driven by AI. In July 2026, TSMC raised its 2026 capital expenditure guidance to USD 60 billion to USD 64 billion, from USD 52 billion to USD 56 billion, and announced an additional USD 100 billion investment in Arizona on top of the USD 165 billion previously announced, which would add about four plants, including advanced packaging, to the eight already being built or planned. TSMC also expects its 2026 revenue to grow slightly more than 40% in U.S. dollar terms. According to SEMI, global semiconductor equipment billings reached USD 135.1 billion in 2025, up 15%, and are forecast to reach USD 165.9 billion in 2026 and a record USD 229.5 billion in 2028. New equipment requires new and expanded cleanroom space, supporting demand for fab construction.

The global pipeline of new fabs remains large. According to the SEMI World Fab Forecast, 18 new semiconductor fabs were scheduled to start construction in 2025, including 15 300 mm fabs and 3 200 mm fabs, with 4 each in the Americas and Japan, 3 each in China and Europe & Middle East, 2 in Taiwan, and 1 each in Korea and Southeast Asia, most of which are expected to begin operations in 2026 and 2027. SEMI also reported that global fab capacity was expected to grow 6.6% per year to 33.6 million wafers per month in 2025, with capacity for advanced nodes of 7nm and below growing 16% per year to 2.2 million wafers per month.

Government incentive programs are distributing fab construction across more countries. In the U.S., the CHIPS and Science Act has supported projects such as the TSMC Arizona fabs and the Micron fabs in Idaho and New York. In June 2025, Micron Technology announced plans to invest around USD 200 billion in the U.S., including about USD 150 billion in memory manufacturing, covering two leading-edge high-volume fabs in Idaho and up to four in New York, supported by up to USD 6.4 billion in CHIPS Act direct funding. Japan, Europe, India, and other countries have also introduced incentives to attract fab investment.

India is building its first commercial semiconductor fab. Tata Electronics is constructing a fab in Dholera, Gujarat, in partnership with Powerchip Semiconductor Manufacturing Corp. (PSMC), with a project cost of around USD 11 billion and a capacity of up to 50,000 wafers per month, supported by a 70% government subsidy for the first tranche of spending. The fab is expected to produce power management ICs, display drivers, microcontrollers, and logic for automotive, computing, and AI applications.

At the same time, fab construction is cyclical and sensitive to demand and policy. According to the Associated General Contractors of America, U.S. manufacturing construction spending was at a seasonally adjusted annual rate of USD 170 billion in July 2026, down 21% year over year, with spending in the computer and electronic category down 47%, as several large projects passed their peak construction phase and some projects were delayed. This reflects the lumpy nature of fab construction, in which spending is concentrated in a small number of very large projects.

Advanced packaging is becoming a significant new segment of fab construction. TSMC plans to build advanced packaging plants in Arizona, and Micron plans to bring advanced HBM packaging to the U.S. after its second Idaho fab is completed. Packaging facilities for AI chips and HBM require cleanroom and utility systems similar to front-end fabs, but on a smaller scale and with faster construction schedules.

The structure of fab construction spending differs from conventional industrial construction. The building shell and civil works account for a relatively small share of cost, while cleanroom systems, process utilities, and tool hook-up account for most of the value. Leading-edge fabs require multiple levels of cleanroom and sub-fab space, large central utility buildings, and extensive piping and electrical networks to deliver gases, chemicals, water, and power to each tool. As technology nodes advance, the number of process steps and tools increases, raising the value of utilities and hook-up per square meter of cleanroom.

The supply side of the market is concentrated. A relatively small number of contractors have experience building leading-edge fabs, and these contractors often follow their chipmaker clients to new regions. Japanese contractors are active in fab projects in Japan, Taiwanese contractors such as United Integrated Services, Marketech International, and L&K Engineering support TSMC and other chipmakers in Taiwan and overseas, Korean contractors such as Samsung C&T and SK ecoplant support Samsung and SK hynix, and international firms such as Exyte, Jacobs, and Fluor work across regions. U.S. general contractors such as DPR Construction, Whiting-Turner, and Kiewit are active on U.S. fab projects.

The market therefore depends heavily on the investment decisions of a small number of large chipmakers, including TSMC, Samsung, SK hynix, Intel, and Micron, whose capital expenditure plans shape demand for construction services in each region.

Market dynamics

15 factors across 5 forces
01

Record Semiconductor Capital Expenditure Driven by AI

Record semiconductor capital expenditure is a major factor driving the Semiconductor Fab Construction Market. AI accelerators, data center processors, and HBM require the most advanced logic and memory technologies, and chipmakers are building new fabs and expanding existing ones to meet demand.

According to SEMI, global semiconductor equipment sales are forecast to increase 23.2% to USD 165.9 billion in 2026 and to reach USD 229.5 billion in 2028. Because equipment must be installed in cleanroom space, rising equipment spending requires new fabs and fab expansions, creating sustained demand for construction, cleanroom, utility, and hook-up services.

02

Government Incentive Programs for Domestic Chip Production

Governments are offering large incentives to build domestic semiconductor production. In the U.S., the CHIPS and Science Act has provided direct funding, such as up to USD 6.4 billion for Micron fabs in Idaho and New York and the expansion in Virginia. India has committed a 70% subsidy for the first tranche of spending on the Tata Electronics fab in Dholera, and Japan and the EU have introduced programs to attract fab investment.

These programs are distributing fab construction across more countries, many of which have limited experience with fab construction. This is creating demand for experienced international engineering and construction contractors and is expected to support market growth over the forecast period.

03

Construction of Large Advanced Logic and Memory Fabs

Leading chipmakers are building very large fab campuses for advanced logic and memory. TSMC has announced investments of around USD 265 billion in Arizona, covering about 12 plants including advanced packaging, and Micron plans two fabs in Idaho and up to four in New York. Each leading-edge fab requires large cleanrooms and extensive utility systems, and construction typically takes several years.

SEMI reported that 15 of the 18 fabs scheduled to start construction in 2025 are 300 mm fabs, and capacity for advanced nodes is growing 16% per year. These large, complex projects are expected to drive demand for high-value construction services through the forecast period.

04

Rapid Expansion of Advanced Packaging Capacity

The growth of AI chips and HBM is driving rapid investment in advanced packaging capacity, including chip-on-wafer-on-substrate, 3D stacking, and hybrid bonding. TSMC plans to build advanced packaging plants in Arizona, and Micron plans to bring advanced HBM packaging to the U.S. These facilities require cleanrooms, process utilities, and tool hook-up, creating a new and fast-growing segment of fab construction.

Packaging facilities typically have shorter construction schedules than front-end fabs, allowing chipmakers to add capacity quickly, and are expected to be one of the fastest-growing segments of the market over the forecast period.

Chipmakers are also increasingly locating packaging facilities close to front-end fabs to shorten supply chains, which adds packaging construction to existing fab campuses and supports demand for integrated campus planning and construction.
