Key highlights

01

The global Parenteral Nutrition Bags Market is projected to reach USD 2.03 billion by 2036. This edition raises both the base and the growth rate modestly and resolves a scope ambiguity in the preceding edition, which described the market as empty containers used by compounding pharmacies while segmenting it by chamber type. Single, dual and multi-chamber is a distinction that exists commercially only for pre-filled ready-to-use products, because an empty bag supplied for compounding is almost always single-chamber. This edition measures the bag as a container across both applications and states that basis explicitly.

02

The defining supply event of the period demonstrated how concentrated this market is. The Baxter International plant at North Cove in Marion, North Carolina produces approximately 60% of the United States domestic intravenous fluid supply, ships about one million units per day across roughly 90 truckloads, covers 1.4 million square feet and employs about 2,500 people. Remnants of Hurricane Helene flooded the site in September 2024, with rainfall reaching 30.8 inches at nearby Busick and the North Fork Catawba River cresting 3.6 feet above its previous record.

03

Recovery took five months and required more than 2.5 million hours of labour. The high-speed line representing a quarter of pre-storm output restarted in late October 2024, a second line in mid-November brought output to 50% of pre-storm levels, eight of ten lines were running by the end of 2024, the last two restarted in January 2025, and the plant returned to pre-hurricane production in February 2025. Baxter moved more than 450 truckloads within three weeks, flew nearly 18,000 tons of product into the United States by air, and activated plants in Canada, China, Ireland and the United Kingdom with Food and Drug Administration approval. The agency declared the saline shortage over in August 2025.

04

By material, PVC with DEHP is expected to account for the largest market share in 2026, whereas Polyolefin & Non-PVC Films are projected to witness the fastest growth through 2036.

05

Two jurisdictions have now set the same conversion deadline. Commission Regulation (EU) 2023/2482 of 13 November 2023 amended Regulation (EC) No 1907/2006 to extend the authorisation requirement for DEHP in medical devices, moving the sunset date from May 2025 to 1 July 2030 with a latest application date of 1 January 2029, aligned with the transitional periods under Regulation (EU) 2017/745 and Regulation (EU) 2017/746. California enacted the Toxic Free Medical Devices Act, Assembly Bill 2300, signed by Governor Gavin Newsom on 25 September 2024 after unanimous passage on 26 August, barring intravenous supplies containing DEHP from sale in the state by 2030.

06

The conversion is material rather than cosmetic. Breast Cancer Prevention Partners records that approximately 70% of intravenous bags and tubes are PVC containing DEHP and that DEHP accounts for approximately 80% of the weight of the tubing covered by the California statute, while Clean Production Action records that intravenous bags contain approximately 30% DEHP by weight. Replacing it requires either polyolefin construction in polypropylene or polyethylene, or PVC with an alternative plasticiser, and in each case requalification of a sterile container closure system.

07

By product form, Empty Compounding Bags are expected to account for the largest market share in 2026, whereas Pre-filled Ready-to-Use Bags are projected to witness the fastest growth through 2036.

08

Compounding is where the growth is concentrated at the largest supplier. Baxter reported second-quarter 2026 total sales of approximately USD 2.96 billion, up 5% on both a reported and organic basis, with Medical Products & Therapies at approximately USD 2.1 billion, up 7% reported and 5% organic, led by the Infusion Therapies & Platforms division and driven primarily by Drug Compounding and IV Solutions. Full-year 2026 guidance was raised to reported sales growth of 3% to 4% from flat to 1%, organic growth of 2% to 3%, and adjusted diluted earnings per share of USD 1.95 to USD 2.15.

09

Clinical nutrition is growing steadily rather than rapidly at the second major supplier. Fresenius Kabi reported full-year 2025 Nutrition revenue of EUR 2,396 million against EUR 2,399 million, almost stable as reported but up 5% at constant currency and 5% organically, with growth attributed to Europe, Latin America and the United States and a negative contribution from tender business related to Ketosteril in China. Group revenue reached EUR 8,612 million at a 16.4% EBIT margin against 15.7%, with Pharma covering IV Drugs & Fluids at EUR 3,735 million and a 21.8% EBIT margin against 20.1%.

10

By end user, Healthcare Facilities are expected to account for the largest market share in 2026, whereas Home Care Settings are projected to witness the fastest growth through 2036.

11

Regulatory classification of the bag itself was settled during the period. Commission Notice C/2026/3084, published in the Official Journal C series on 10 June 2026 covering thirty-three guidance topics under Regulation (EU) 2025/40 on packaging and packaging waste, confirms that intravenous bags and syringes are not packaging even when supplied pre-filled, because they are integral delivery devices. Parenteral nutrition bags are therefore governed as medical devices under Regulation (EU) 2017/745 and as container closure systems under good manufacturing practice, rather than under packaging recyclability and recycled content obligations.

12

North America is expected to account for the largest market share in 2026, whereas Asia-Pacific is projected to register the fastest growth through 2036.

13

Growing adoption of non-PVC polyolefin and multilayer co-extruded films, three-chamber lipid-containing presentations, automated compounding systems, small-volume neonatal bags and home parenteral nutrition supply is transforming how parenteral nutrition bags are specified and bought.

14

Increasing investment in regional manufacturing capacity following the North Cove supply failure, phthalate-free film conversion ahead of the 2030 deadlines, paediatric and neonatal presentations, and sterile ready-to-use formats is expected to create significant long-term growth opportunities.

Segments covered: chamber type, product form, material, capacity, consumer, end user, compounding method, indication.

The growth of this market is mainly driven by phthalate restriction deadlines that force a film and material conversion across every bag sold into the European Union and California by 2030, sterile manufacturing requirements that favour ready-to-use multi-chamber presentations over manual compounding, home parenteral nutrition programmes that place the bag outside the hospital, neonatal and preterm demand for small-volume presentations, and capacity diversification following a single-site supply failure that removed most of the United States intravenous fluid supply for five months. However, the concentration of intravenous solution manufacturing in very few plants, infection risk associated with compounded preparations, the cost and qualification burden of replacing a plasticiser in a sterile container, and pricing pressure from hospital tender procurement restrain the growth of this market.

Beyond these, non-PVC polyolefin and multilayer film presentations, automated compounding systems, small-volume neonatal bags, and home and community parenteral nutrition supply are expected to create significant growth opportunities for the stakeholders in this market.

Parenteral nutrition bags are sterile, single-use flexible containers that hold nutritional admixtures delivered directly into the venous circulation of patients who cannot absorb nutrition through the gastrointestinal tract. The market covers two distinct commercial applications of the same article. The first is the empty container supplied to hospital pharmacies, outsourcing facilities and compounding service providers, which is filled with an individually prescribed admixture of amino acids, dextrose, lipid emulsion, electrolytes, vitamins and trace elements. The second is the container component of pre-filled ready-to-use products presented in two or three sealed compartments that are activated by breaking a peel seal immediately before administration, including the Kabiven, SmofKabiven, Olimel, Periolimel, Nutriflex Lipid and Clinimix families. The preceding edition described the market as empty compounding containers while segmenting it by chamber type, a distinction that exists commercially only for pre-filled products because an empty compounding bag is almost always single-chamber. This edition measures the bag as a container across both applications and states that basis explicitly. Container volumes in commercial use run from approximately 100 mL for neonatal presentations to 3,000 mL for adult total parenteral nutrition, and ready-to-use products are registered in 2-chamber and 3-chamber configurations. Infusion sets, administration tubing, access devices, pumps and the nutritional formulations themselves are excluded.

The ecosystem begins with resin and plasticiser producers supplying medical-grade polyvinyl chloride, polypropylene, polyethylene, ethylene vinyl acetate and styrenic elastomers, together with the plasticisers used in flexible PVC construction. Specialist medical film converters including RENOLIT Healthcare, Polycine, Wipak and Technoflex extrude and laminate multilayer webs qualified against United States Pharmacopeia Chapter 661 and European Pharmacopoeia 3.1 material requirements, with additional qualification for extractables, leachables and gas permeability. Bag converters form, weld, port and sterilise the container, with radiofrequency welding used for PVC and heat or impulse welding for polyolefin constructions. Integrated pharmaceutical manufacturers including Baxter International, B. Braun, Fresenius Kabi, ICU Medical and Otsuka Pharmaceutical Factory operate film, container and filling capacity inside the same plant, which is why supply concentration risk in this market is a plant-level rather than a component-level exposure. Downstream, hospital pharmacies, 503B outsourcing facilities, home infusion providers, specialty distributors and group purchasing organisations route product to acute care, long-term care and home settings. Sterilisation service providers, integrity-test equipment suppliers and automated compounding device manufacturers complete the ecosystem.

Material conversion is the dominant technical programme in this market. Breast Cancer Prevention Partners records that approximately 70% of intravenous bags and tubes are polyvinyl chloride plasticised with di(2-ethylhexyl) phthalate, and Clean Production Action records that intravenous bags contain approximately 30% DEHP by weight, so substitution changes the bulk composition of the article rather than a surface coating. Two routes are in commercial use. Polyolefin constructions in polypropylene, polyethylene or co-extruded multilayer form eliminate plasticiser entirely but require different welding parameters, different gas permeability management and separate qualification for lipid compatibility. Plasticiser substitution within PVC retains existing forming equipment but requires a full extractables and leachables package. B. Braun began phasing out DEHP approximately 40 years ago and has invested more than USD 1.2 billion in United States manufacturing, while ICU Medical and Fresenius Kabi have also completed phase-out. Alongside material change, three-chamber lipid-containing presentations, barrier overwraps with oxygen scavengers, peel-seal designs validated for single-action activation, automated compounding devices with gravimetric verification, and container closure integrity methods that replace visual inspection are the active technology fronts.

Three regulatory streams govern this market. Phthalate restriction is the most consequential. Commission Regulation (EU) 2023/2482 of 13 November 2023 amended Regulation (EC) No 1907/2006 to move the DEHP sunset date for medical devices from May 2025 to 1 July 2030, with a latest application date of 1 January 2029, aligning the authorisation timetable with the transitional periods under Regulation (EU) 2017/745 and Regulation (EU) 2017/746, and listing nutrition pockets among the common uses affected. California enacted the Toxic Free Medical Devices Act, Assembly Bill 2300, on 25 September 2024, barring intravenous supplies containing DEHP from sale in the state by 2030. Second, device regulation applies directly: General Safety and Performance Requirement 10.4 of Regulation (EU) 2017/745 covers devices that administer substances to the body or store them, and requirement 10.4.5 obliges labelling where phthalates classified as carcinogenic, mutagenic or toxic for reproduction in category 1A or 1B exceed 0.1% by weight, with instructions addressing residual risk for children and pregnant or breastfeeding women. Third, sterile manufacturing requirements apply to the filled container. Revised Annex 1 to the European Union guidelines on good manufacturing practice requires 100% integrity testing for containers closed by fusion, states that visual inspection alone is not an acceptable integrity test, and requires validation accounting for transport conditions including decompression and temperature extremes.

North America holds the largest position. The region combines high parenteral nutrition utilisation, an established 503B outsourcing sector, and the single largest concentration of intravenous solution capacity at the Baxter plant in Marion, North Carolina, which supplies approximately 60% of the United States intravenous fluid requirement at about one million units per day. California adds the first state-level DEHP prohibition with a 2030 deadline, which effectively sets a national specification because suppliers rarely maintain two container platforms. Europe follows, driven by the 1 July 2030 sunset under Commission Regulation (EU) 2023/2482, by the concentration of film and container manufacturing in France, Germany and Italy, and by the European position of Fresenius Kabi and B. Braun in three-chamber presentations. Asia-Pacific is projected to register the fastest growth, supported by hospital construction, expanding neonatal intensive care capacity, large domestic container manufacturing in China, Japan, South Korea and India, and a non-PVC film base that is already well established among Chinese and Indian producers. Latin America is growing from a smaller base, with Fresenius Kabi identifying the region among the contributors to 2025 Nutrition organic growth, and with Brazil and Mexico anchoring regional conversion and filling capacity. The Middle East & Africa remains the smallest region, where demand is concentrated in Gulf Cooperation Council tertiary hospitals, South Africa and North Africa, and growth follows tertiary care investment and tender-based import programmes.

Two jurisdictions have converged on the same deadline, and together they cover the majority of global parenteral nutrition value. Commission Regulation (EU) 2023/2482 of 13 November 2023 amended Regulation (EC) No 1907/2006 to move the DEHP sunset date for medical devices from May 2025 to 1 July 2030, with a latest application date of 1 January 2029 for manufacturers seeking authorisation, and the regulation lists nutrition pockets among the common uses affected. California enacted the Toxic Free Medical Devices Act, Assembly Bill 2300, signed on 25 September 2024 after unanimous passage on 26 August, barring intravenous supplies containing DEHP from sale in the state by 2030. Because approximately 70% of intravenous bags and tubes are PVC plasticised with DEHP and bags contain approximately 30% DEHP by weight, this is a change to the bulk composition of the article. Suppliers do not maintain parallel container platforms for one state or one region, so a conversion driven by two jurisdictions sets the global specification, and the requalification cost is recovered in unit price.

The Baxter International plant at North Cove in Marion, North Carolina produces approximately 60% of the United States intravenous fluid supply, shipping about one million units per day across roughly 90 truckloads from 1.4 million square feet with about 2,500 employees. Remnants of Hurricane Helene flooded the site in September 2024, with 30.8 inches of rainfall recorded at nearby Busick and the North Fork Catawba River cresting 3.6 feet above its previous record. Restoration required more than 2.5 million hours of labour. The high-speed line representing a quarter of pre-storm output restarted in late October 2024, a second line in mid-November returned output to 50%, eight of ten lines were running by the end of 2024, the last two restarted in January 2025, and pre-hurricane levels were reached in February 2025, with the Food and Drug Administration declaring the shortage over in August 2025. Baxter moved more than 450 truckloads in three weeks, airlifted nearly 18,000 tons of product and activated plants in Canada, China, Ireland and the United Kingdom. Every large health system has since written dual-sourcing and regional qualification into procurement.

Revised Annex 1 to the European Union guidelines on good manufacturing practice sets requirements that fall more heavily on manual compounding than on industrial filling. Paragraph 8.21 requires 100% integrity testing for containers closed by fusion, including parenteral bags and ampoules, and states that visual inspection alone is not an acceptable integrity test. Paragraph 8.22 requires vacuum retention to be demonstrated through shelf life for containers sealed under vacuum. Paragraph 8.23 requires container closure integrity validation that accounts for transport conditions, including decompression and temperature extremes. Paragraph 8.29 requires individual inspection of filled parenteral containers against a maintained defect library. A hospital pharmacy preparing 40 individually compounded admixtures a day cannot replicate that regime economically, whereas an industrial filling line can. The effect is a steady shift of volume toward 2-chamber and 3-chamber ready-to-use presentations in the Kabiven, SmofKabiven, Olimel, Periolimel, Nutriflex Lipid and Clinimix families, each of which consumes a higher-value container than an empty compounding bag.

Parenteral nutrition is no longer confined to the acute hospital. Home and community programmes for chronic intestinal failure, short bowel syndrome and oncology supportive care place the bag with a patient or a visiting nurse rather than a pharmacist, which raises requirements for overwrap barrier performance, extended stability dating, tamper evidence and single-action activation, and favours pre-filled multi-chamber formats over compounded admixtures. The commercial evidence appears in the results of the largest supplier: Baxter reported second-quarter 2026 Medical Products & Therapies sales of approximately USD 2.1 billion, up 7% reported and 5% organic, led by the Infusion Therapies & Platforms division and driven primarily by Drug Compounding and IV Solutions, and raised full-year 2026 reported sales growth guidance to 3% to 4% from flat to 1%. At the second major supplier, Fresenius Kabi reported full-year 2025 Nutrition revenue of EUR 2,396 million, up 5% organically with growth attributed to Europe, Latin America and the United States. Neonatal and preterm care adds demand for presentations below 500 mL.

The structural weakness of this market is that qualification is plant-specific and plants are few. A single site supplying approximately 60% of United States intravenous fluid volume took five months to return to pre-event output after the September 2024 flood, and the Food and Drug Administration did not declare the associated saline shortage resolved until August 2025. Qualifying a replacement source is not a procurement decision but a regulatory one, requiring film qualification, extractables and leachables data, container closure integrity validation and in several jurisdictions a device or marketing authorisation variation, which is why Baxter had to seek agency approval to import from Canada, China, Ireland and the United Kingdom rather than simply redirect supply. Allocation during the event was run on a fair-share basis against historical utilisation. The chief operating officer stated plainly that there is no stockpile of intravenous fluids. Concentration also constrains how quickly conversion to phthalate-free film can proceed, because every line taken down for retooling removes supply from a market with no buffer.

Parenteral nutrition admixtures are among the highest-risk preparations in hospital pharmacy. They are nutrient-rich, often prepared without terminal sterilisation, contain lipid emulsions that support microbial growth, and are administered through central venous access directly into the bloodstream. The consequence is that aseptic preparation requirements under revised Annex 1, including environmental monitoring, operator qualification, media fill validation and the 100% integrity testing obligation in paragraph 8.21, apply with full force. Compounding incidents involving calcium and phosphate precipitation, electrolyte miscalculation and contamination have driven several national restrictions on in-pharmacy preparation and a shift toward licensed outsourcing facilities. The practical restraint is that institutions reduce the number of compounded bags they prepare, which lowers empty-bag volume even as total parenteral nutrition episodes rise, and the offsetting growth in pre-filled multi-chamber containers accrues to a small group of licensed manufacturers rather than to the broader container supply base. Hospitals facing 2 or 3 adverse findings in an inspection cycle frequently exit compounding entirely.

Changing the material of a container that stores a lipid-containing parenteral admixture is among the more expensive changes available to a medical device manufacturer. The 2024 guidelines of the Scientific Committee on Health, Environmental and Emerging Risks require a benefit-risk assessment that analyses exposure, analyses available alternatives and justifies why substitutes are inappropriate, and requires alternative plasticisers to be tested specifically for children and pregnant or breastfeeding women. Under General Safety and Performance Requirement 10.4.5 of Regulation (EU) 2017/745, phthalates classified as carcinogenic, mutagenic or toxic for reproduction in category 1A or 1B above 0.1% by weight must be labelled with instructions addressing residual risks for vulnerable groups. B. Braun invested more than USD 1.2 billion in United States manufacturing across a phase-out programme begun approximately 40 years ago, which indicates the order of capital involved. For smaller converters, the combination of film requalification, welding parameter redevelopment, stability studies and regulatory variation filings ahead of the 1 January 2029 application date is a material barrier.

Parenteral nutrition is bought almost entirely through hospital tenders, group purchasing agreements and national procurement programmes, which compresses the price of a container that is clinically regarded as a commodity. The effect is visible in supplier disclosure. Fresenius Kabi reported full-year 2025 Pharma revenue covering IV Drugs & Fluids of EUR 3,735 million against EUR 3,835 million, down approximately 3% as reported although up 2% organically, and separately identified a negative contribution from tender business related to Ketosteril in China within an otherwise 5% organic Nutrition result. Baxter recorded adjusted diluted earnings per share of USD 0.56 in the second quarter of 2026, down 5%, with higher-cost inventory produced at the end of 2025 weighing on results. Where national procurement sets a single award price for a 1,000 mL or 2,000 mL presentation, the cost of phthalate-free film, barrier overwrap and 100% integrity testing cannot always be recovered, and suppliers respond by narrowing portfolio breadth rather than by raising price.

The 1 July 2030 sunset in the European Union and the 2030 California prohibition create a defined, dated conversion of the installed product base, and the suppliers holding qualified phthalate-free platforms will capture it. Polyolefin constructions in polypropylene and polyethylene eliminate plasticiser entirely, while co-extruded multilayer films combine a polyolefin contact layer with barrier and seal layers tuned for lipid compatibility and radiofrequency or impulse welding. Specialist converters including RENOLIT Healthcare, Polycine, Wipak and Technoflex already supply non-PVC medical film, and Chinese and Indian producers including Shijiazhuang No.4 Pharmaceutical and Amanta Healthcare have built their positions on non-PVC construction, which positions them for export qualification rather than domestic supply alone. The latest application date of 1 January 2029 for authorisation under Commission Regulation (EU) 2023/2482 means purchasing decisions are being taken from 2027, giving a 2 to 3 year window in which qualification data, not price, determines award. Value per bag rises through the conversion.

Where compounding continues, it is moving from manual gravity transfer to automated compounding devices with gravimetric or volumetric verification, barcode-verified ingredient selection and electronic batch records. This responds directly to the aseptic and documentation expectations of revised Annex 1, including the paragraph 8.29 requirement for individual inspection of filled containers against a maintained defect library, and to the sequencing controls that prevent calcium and phosphate precipitation. For container suppliers the opportunity is specification-driven: automated systems require bags with defined port geometry, standardised spike or luer connections, validated fill tolerance and tamper-evident closures, which converts a commodity container into a qualified consumable tied to an installed device base. Baxter reported that growth in the Infusion Therapies & Platforms division in the second quarter of 2026 was driven primarily by Drug Compounding and IV Solutions, indicating that the compounding franchise is expanding rather than contracting. A 503B outsourcing facility running 2 or 3 automated systems consumes consumables on a multi-year contract.

Neonatal and paediatric parenteral nutrition requires presentations far below the adult range, typically between 100 mL and 500 mL against 1,000 mL to 3,000 mL for adults, with tighter fill accuracy, light-protective overwrap for vitamin stability, lower residual volume and dedicated aluminium and phthalate limits because exposure per kilogram of body weight is far higher in a preterm infant. General Safety and Performance Requirement 10.4.5 of Regulation (EU) 2017/745 names children and pregnant or breastfeeding women explicitly, and the 2024 guidelines of the Scientific Committee on Health, Environmental and Emerging Risks require alternative plasticisers to be tested for those groups, so the neonatal segment is the first to convert and the least price-sensitive. Expansion of neonatal intensive care capacity across Asia-Pacific and the Middle East is adding units that specify small-volume bags from the outset. The segment carries higher value per unit, lower tender exposure and stronger clinical specification lock-in than adult 2,000 mL presentations.

The five-month restoration at North Cove converted supply resilience from a theoretical concern into a procurement requirement, and the resulting qualification programmes are an opportunity for every supplier outside the incumbent concentration. Baxter had to obtain Food and Drug Administration approval to import from Canada, China, Ireland and the United Kingdom, and allocated remaining supply on a fair-share basis against historical utilisation, which demonstrated to health systems that a single qualified source is a single point of failure. Regional container manufacturing in Japan, South Korea, China and India, and converter capacity in France, Germany and Italy, is now being qualified as secondary supply into markets that previously bought on price alone. B. Braun invested more than USD 1.2 billion in United States manufacturing, establishing the template. For suppliers, a dual-source award typically covers 20% to 40% of a tender volume at a price above the primary award, which improves portfolio economics without requiring a full displacement of the incumbent.

Removing DEHP from a parenteral nutrition container is not a drop-in substitution. Flexible PVC owes its lipid compatibility, radiofrequency weldability, clarity and low oxygen permeability to a plasticiser that constitutes approximately 30% of bag weight, and polyolefin constructions must recover those properties through co-extruded multilayer design rather than through additives. Lipid emulsions interact with contact-layer polymers, raising sorption of vitamins and lipophilic drug components; oxygen ingress degrades ascorbic acid and promotes lipid peroxidation, which is why barrier overwraps with oxygen scavengers are required; and polyolefin welding uses heat or impulse rather than the radiofrequency equipment already installed for PVC, so conversion requires capital as well as qualification. Stability programmes supporting 12 to 24 month shelf life must be rerun for each presentation and each admixture family. The result is that the engineering distance between a qualified PVC platform and a qualified non-PVC platform is measured in years, not quarters, against a 2030 deadline.

Paragraph 8.21 of revised Annex 1 requires 100% integrity testing for containers closed by fusion and expressly states that visual inspection alone is not acceptable, which obliges manufacturers to install deterministic methods such as vacuum decay, high-voltage leak detection, helium leak testing or headspace analysis on every line at full output. Paragraph 8.23 requires validation that accounts for transport conditions, including decompression and temperature extremes, which for a 2,000 mL flexible bag with multiple ports and a peel seal is a demanding specification. Paragraph 8.29 adds individual inspection against a maintained defect library, and paragraph 8.22 requires vacuum retention to be demonstrated through shelf life where applicable. For a plant filling 1 million units a day, inline deterministic testing at that rate constrains line speed, generates false-reject volumes and requires method validation per presentation. Smaller converters running 3 or 4 presentations face the same fixed method-development cost across far lower volume, which further concentrates qualified supply.

Manufacturers that intend to retain a plasticised PVC platform with a non-DEHP plasticiser face a substantive regulatory burden rather than a notification. The 2024 guidelines of the Scientific Committee on Health, Environmental and Emerging Risks require a benefit-risk assessment that analyses exposure, analyses the available alternatives and justifies why substitution is inappropriate, and require any alternative plasticiser to be tested specifically for children and pregnant or breastfeeding women. DEHP is classified as carcinogenic, mutagenic or toxic for reproduction in category 1B under Part 3 of Annex VI to Regulation (EC) No 1272/2008 and as an endocrine disruptor under Regulation (EU) 2023/707, and several candidate replacement plasticisers are themselves under evaluation, which creates the risk of qualifying a material that is restricted later in the asset life. Applications to the European Chemicals Agency must be filed by 1 January 2029 to preserve supply beyond 1 July 2030, which narrows the evaluation window for any company that has not already selected a platform.

The compounding half of this market depends on qualified aseptic operators, cleanroom capacity and validated processes inside hospitals, and all three are constrained. Revised Annex 1 raises the bar on operator qualification, gowning, environmental monitoring and media fill validation at the same time as pharmacy technician vacancies and cleanroom refurbishment backlogs limit how much preparation an institution can perform. Where capacity is insufficient, institutions either outsource to licensed 503B facilities, which concentrates container demand with a small number of accounts, or convert to pre-filled multi-chamber products, which moves demand to a small number of manufacturers. Either path reduces the addressable base for empty compounding bags even while clinical demand grows. Baxter separately reduced headcount by approximately 90 positions at the North Cove plant in 2026, illustrating that workforce availability constrains the industrial side as well. The challenge for container suppliers is that their volume is determined by where preparation happens, not by how many patients receive parenteral nutrition.

Procurement conversations in this market have moved from unit price to film qualification data. With the European Union DEHP sunset set at 1 July 2030 under Commission Regulation (EU) 2023/2482 and a latest authorisation application date of 1 January 2029, and with California barring DEHP-containing intravenous supplies by 2030 under Assembly Bill 2300, hospital systems and national procurement bodies are now asking suppliers to demonstrate a qualified phthalate-free platform with stability data rather than a transition intent. Because approximately 70% of intravenous bags and tubes are DEHP-plasticised PVC and bags contain approximately 30% DEHP by weight, a supplier without a qualified alternative faces exclusion rather than price pressure. Suppliers that completed phase-out early, including B. Braun across a programme begun approximately 40 years ago, ICU Medical and Fresenius Kabi, are positioned to convert that status into award preference across the 2027 to 2030 purchasing cycles rather than at the deadline itself.

The economics of aseptic preparation have turned against the hospital pharmacy. Paragraph 8.21 of revised Annex 1 requires 100% integrity testing for containers closed by fusion and rules out visual inspection as a sufficient test, paragraph 8.29 requires individual inspection against a maintained defect library, and paragraph 8.23 requires transport validation including decompression. An institution preparing 20 to 40 admixtures a day cannot amortise that regime, while an industrial line filling 2-chamber and 3-chamber presentations can. The consequence is a steady migration of volume into the Kabiven, SmofKabiven, Olimel, Periolimel, Nutriflex Lipid and Clinimix families and into licensed 503B outsourcing, and a corresponding shift in container value from empty single-chamber bags to engineered multi-compartment containers with peel seals, barrier overwraps and validated single-action activation. The container value per treatment episode rises even where the number of episodes is flat.

Before September 2024, resilience was an aspiration in intravenous fluid procurement. After a single plant supplying approximately 60% of United States intravenous fluid volume took five months to return to pre-event output, with the associated saline shortage not declared over by the Food and Drug Administration until August 2025, it became a specification. Health systems now require named secondary sources, geographically separated manufacturing and disclosed allocation policy, having observed fair-share allocation applied against historical utilisation and having been told by the supplier chief operating officer that no stockpile of intravenous fluids exists. The practical effect is that 20% to 40% of tender volume is increasingly awarded to a qualified secondary supplier at a price above the primary award, which opens positions for converters in France, Germany, Italy, Japan, South Korea, China and India that previously competed on price alone and could not displace an incumbent on cost.

A classification question that carried real compliance cost was settled during the period. Commission Notice C/2026/3084, published in the Official Journal C series on 10 June 2026 and covering thirty-three guidance topics under Regulation (EU) 2025/40 on packaging and packaging waste, confirms that intravenous bags and syringes are not packaging even when supplied pre-filled, because they function as integral delivery devices. Parenteral nutrition bags are therefore governed by Regulation (EU) 2017/745 as medical devices and by good manufacturing practice as container closure systems, and fall outside the recyclability grading, recycled content targets and reuse obligations that apply from 12 August 2026 to packaging placed on the European Union market. The practical consequence is that sustainability effort in this market is directed at material substitution and clinical waste management rather than at recycled content, which keeps the DEHP conversion as the single dominant compliance programme.

The producers best placed for the phthalate-free transition are in several cases not the historical incumbents. Chinese and Indian manufacturers including Shijiazhuang No.4 Pharmaceutical, Sichuan Kelun Pharmaceutical, Shandong Weigao and Amanta Healthcare built intravenous container positions on non-PVC construction for domestic markets where polypropylene and multilayer co-extruded formats were adopted early, and Japanese and Korean producers including Otsuka Pharmaceutical Factory, Terumo, Nipro and JW Life Science operate large non-PVC filling bases. As the 2029 and 2030 European and Californian dates approach, that capacity is being qualified for export rather than replaced, which shifts the supply geography of the market. Film converters in Europe including RENOLIT Healthcare, Polycine, Wipak and Technoflex retain the specialist high-barrier and small-batch positions, so the likely outcome is European film and specification authority combined with increasing Asian container and filling volume across the 2026 to 2036 period.

Based on chamber type, the market is segmented into single-chamber bags, dual-chamber bags, and multi-chambered bags. In 2026, the single-chamber bags segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to the continued use of single-chamber containers for individually compounded admixtures in hospital pharmacies and 503B outsourcing facilities, the lower unit cost and simpler qualification of a single-compartment container, and the availability of volumes from approximately 100 mL for neonatal use to 3,000 mL for adult total parenteral nutrition in one construction. However, the multi-chambered bags segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to the migration of volume toward 3-chamber lipid-containing ready-to-use presentations as the 100% integrity testing and individual inspection requirements of revised Annex 1 raise the cost of manual compounding, and to the suitability of multi-compartment formats for home and community administration.

Based on product form, the market is segmented into empty compounding bags and pre-filled ready-to-use bags. In 2026, the empty compounding bags segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to the volume of individually prescribed admixtures prepared in hospital pharmacies and licensed outsourcing facilities, particularly in North America where the 503B sector is established, and to clinical requirements in critical care and neonatal practice that cannot be met by fixed-composition products. However, the pre-filled ready-to-use bags segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to aseptic preparation requirements under paragraphs 8.21, 8.23 and 8.29 of revised Annex 1 that favour industrial filling, to extended stability dating supporting 12 to 24 month shelf life, and to the growth Baxter reported in Drug Compounding and IV Solutions in the second quarter of 2026.

Based on material, the market is segmented into PVC with DEHP, PVC with alternative plasticisers, ethylene vinyl acetate, polyolefin films, and multilayer co-extruded films. In 2026, the PVC with DEHP segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to an installed product base in which approximately 70% of intravenous bags and tubes are DEHP-plasticised PVC containing approximately 30% plasticiser by weight, and to the radiofrequency welding equipment and qualification data already in place. However, the polyolefin films segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to the 1 July 2030 sunset under Commission Regulation (EU) 2023/2482 with a 1 January 2029 application date, the 2030 California prohibition under Assembly Bill 2300, and the established non-PVC manufacturing base among Asian producers.

Based on capacity, the market is segmented into up to 500 mL, 500 mL to 1,000 mL, 1,000 mL to 2,000 mL, and above 2,000 mL. In 2026, the 1,000 mL to 2,000 mL segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to adult total parenteral nutrition regimens that typically require 1,000 mL to 2,000 mL per 24 hour cycle, and to the concentration of registered 2-chamber and 3-chamber ready-to-use presentations in this volume band. However, the up to 500 mL segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to expanding neonatal and paediatric intensive care capacity, to tighter fill accuracy and light protection requirements for preterm infants, and to the explicit obligations covering children in General Safety and Performance Requirement 10.4.5 of Regulation (EU) 2017/745.

Based on consumer, the market is segmented into adults and children. In 2026, the adults segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to the prevalence of gastrointestinal disease, surgical and oncology indications in adult populations, to larger container volumes between 1,000 mL and 3,000 mL per treatment cycle, and to the concentration of registered multi-chamber presentations in adult formulations including the Kabiven, SmofKabiven and Olimel families. However, the children segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to expanding neonatal intensive care capacity across Asia-Pacific and the Middle East, to higher exposure per kilogram of body weight that makes phthalate-free construction a clinical requirement rather than a preference, and to the 2024 guidelines of the Scientific Committee on Health, Environmental and Emerging Risks requiring alternative plasticisers to be tested specifically for children.

Based on end user, the market is segmented into healthcare facilities, pharmacies and compounding service providers, and home care settings. In 2026, the healthcare facilities segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to the concentration of parenteral nutrition initiation in acute inpatient, surgical and intensive care settings, and to the operation of in-house aseptic preparation units by larger hospitals. However, the home care settings segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to home and community programmes for chronic intestinal failure, short bowel syndrome and oncology supportive care, to overwrap barrier performance and 12 to 24 month stability dating that permit distribution outside the hospital, and to single-action activation designs in 2-chamber and 3-chamber presentations that allow administration by a patient or a visiting nurse.

Based on compounding method, the market is segmented into manual gravity compounding, automated compounding devices, and industrial pre-filling. In 2026, the manual gravity compounding segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to the installed base of hospital aseptic units that prepare between 20 and 40 admixtures a day without automation, and to the low capital requirement of gravity transfer against the cost of an automated system. However, the automated compounding devices segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to the operator qualification, environmental monitoring and documentation expectations of revised Annex 1, to gravimetric verification and barcode-verified ingredient selection that reduce calcium and phosphate precipitation risk, and to the port geometry and fill tolerance specifications that tie container supply to an installed device base.

Based on indication, the market is segmented into gastrointestinal disorders and intestinal failure, oncology and haematology supportive care, critical care and perioperative nutrition, neonatal and preterm nutrition, and other indications. In 2026, the gastrointestinal disorders and intestinal failure segment is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The large share of this segment is mainly due to short bowel syndrome, intestinal obstruction, fistula, inflammatory bowel disease and malabsorption cases that require parenteral nutrition as the only viable route, frequently for periods exceeding 12 months. However, the oncology and haematology supportive care segment is projected to register the fastest growth during the forecast period. The rapid growth of this segment is attributed to nutritional support during intensive chemotherapy, haematopoietic stem cell transplantation and gastrointestinal surgical oncology, and to the suitability of 2-chamber and 3-chamber ready-to-use presentations for ambulatory and home oncology programmes.

Geographic analysis

01

North America

Largest share

In 2026, North America is expected to account for the largest share of the global Parenteral Nutrition Bags Market. The regional dominance is supported by high parenteral nutrition utilisation, an established 503B outsourcing sector, the largest single concentration of intravenous solution manufacturing capacity in the world at the Baxter plant in Marion, North Carolina, which supplies approximately 60% of the United States intravenous fluid requirement at about one million units per day, and the first state-level DEHP prohibition, enacted in California on 25 September 2024 with a 2030 compliance date. North America comprises the U.S. and Canada and holds the largest regional position. The Baxter plant at North Cove in Marion, North Carolina produces approximately 60% of the United States intravenous fluid supply across about one million units per day and roughly 90 truckloads, from 1.4 million square feet with about 2,500 employees, and the five-month restoration following the September 2024 flood reshaped regional procurement toward named secondary sources and disclosed allocation policy. California set the first state DEHP prohibition for intravenous supplies under Assembly Bill 2300, signed on 25 September 2024 with a 2030 deadline, which functions as a national specification. B. Braun invested more than USD 1.2 billion in United States manufacturing across a phase-out programme begun approximately 40 years ago, and ICU Medical has also completed phase-out. Baxter reported second-quarter 2026 United States sales of approximately USD 1.6 billion, up 4%, with Medical Products & Therapies growth led by Drug Compounding and IV Solutions. North America

02

Asia-Pacific

Fastest growth

However, Asia-Pacific is projected to register the highest CAGR during the forecast period. Asia-Pacific is projected to register the fastest growth through 2036. The region holds the largest non-PVC container manufacturing base in the world, with Chinese and Indian producers including Shijiazhuang No.4 Pharmaceutical, Sichuan Kelun Pharmaceutical, Shandong Weigao and Amanta Healthcare having built positions on polypropylene and multilayer co-extruded construction, and Japanese and Korean manufacturers including Otsuka Pharmaceutical Factory, Terumo, Nipro and JW Life Science operating large intravenous filling bases. Growth is supported by hospital construction, expanding neonatal intensive care capacity that specifies presentations below 500 mL from the outset, and export qualification of regional capacity ahead of the 2029 and 2030 European and Californian dates. Baxter activated capacity in China under Food and Drug Administration approval during the 2024 and 2025 shortage, which demonstrated regional qualification feasibility. Tender pricing remains a constraint, with Fresenius Kabi identifying a negative contribution from Ketosteril tender business in China within its 2025 Nutrition result. Asia-Pacific

03

Europe

Europe holds the second-largest position and sets the regulatory agenda for the market. Commission Regulation (EU) 2023/2482 of 13 November 2023 moved the DEHP sunset for medical devices to 1 July 2030 with a latest application date of 1 January 2029, aligning with the transitional periods under Regulation (EU) 2017/745 and Regulation (EU) 2017/746, and listed nutrition pockets among the affected uses. General Safety and Performance Requirement 10.4.5 obliges labelling where category 1A or 1B phthalates exceed 0.1% by weight. Revised Annex 1 sets the 100% integrity testing obligation in paragraph 8.21 and the transport validation requirement in paragraph 8.23. Commission Notice C/2026/3084 of 10 June 2026 confirmed that intravenous bags are not packaging under Regulation (EU) 2025/40. Fresenius Kabi reported full-year 2025 Nutrition revenue of EUR 2,396 million, up 5% organically with Europe identified among the contributors, within group revenue of EUR 8,612 million. Europe

04

Latin America

Latin America covers Brazil, Mexico, Argentina and the rest of the region, and is growing from a smaller base. Fresenius Kabi identified Latin America among the three contributors to full-year 2025 Nutrition organic growth of 5%, alongside Europe and the United States, which indicates demand expansion ahead of the group average in clinical nutrition. Brazil anchors regional tertiary hospital capacity and domestic container conversion, while Mexico combines a sizeable hospital base with contract manufacturing capacity serving both regional and North American demand, and benefits from proximity qualification as United States health systems add secondary sources following the North Cove disruption. Growth is supported by public hospital investment, expansion of neonatal intensive care units and gradual adoption of 2-chamber and 3-chamber ready-to-use presentations in place of manual compounding. Procurement is predominantly tender-based with single award pricing, which limits the premium recoverable for phthalate-free construction and slows material conversion relative to Europe and North America. Latin America

05

Middle East & Africa

The Middle East & Africa is the smallest of the five regions and is growing from a narrow installed base. Demand is concentrated in Gulf Cooperation Council tertiary and quaternary hospitals in Saudi Arabia and the United Arab Emirates, where new facilities specify ready-to-use multi-chamber presentations and phthalate-free construction from commissioning, and in South Africa, Egypt and Morocco, where established hospital pharmacy compounding supports empty-bag demand. Supply is predominantly imported under national tender programmes, which exposes the region to the same concentration risk demonstrated when a single United States plant required five months to restore output and allocation was applied on a fair-share basis against historical utilisation. Growth through 2036 follows tertiary care investment, expansion of neonatal intensive care capacity and the gradual introduction of 3-chamber lipid-containing products, with European suppliers including Fresenius Kabi and B. Braun and Asian suppliers competing on tender price and registration coverage across the 2 principal procurement blocs. Middle East & Africa

Competitive landscape

Competition is concentrated among integrated infusion manufacturers and fragmented among film and container specialists. Baxter International, B. Braun, Fresenius Kabi, ICU Medical and Otsuka Pharmaceutical Factory hold the integrated positions, combining film, container, filling and distribution. Baxter reported second-quarter 2026 total sales of approximately USD 2.96 billion, up 5% reported and organic, with Medical Products & Therapies at approximately USD 2.1 billion led by the Infusion Therapies & Platforms division and driven primarily by Drug Compounding and IV Solutions, and raised full-year guidance to reported growth of 3% to 4% and adjusted diluted earnings per share of USD 1.95 to USD 2.15. Fresenius Kabi reported full-year 2025 Nutrition revenue of EUR 2,396 million, up 5% organically, within group revenue of EUR 8,612 million at a 16.4% EBIT margin. Competitive activity centres on phthalate-free film qualification ahead of the 2030 deadlines, regional capacity diversification following the North Cove disruption, three-chamber presentation registration, paediatric and neonatal formats, and compounding automation. Film and container specialists including Technoflex, RENOLIT Healthcare, Polycine, Haemotronic, Macopharma, Valmed, HEMEDIS, INFRA and Diffuplast compete on film qualification data, port configuration and validated small-batch flexibility.

The competitive structure of this market has two tiers. Integrated infusion manufacturers including Baxter International, B. Braun, Fresenius Kabi, ICU Medical and Otsuka Pharmaceutical Factory combine medical film extrusion, container forming, aseptic filling, registration and hospital distribution within a single organisation, which is why competitive position here is plant-level rather than product-level. Film and container specialists including Technoflex, RENOLIT Healthcare, Polycine, Wipak, Haemotronic, Macopharma, GVS, Valmed, HEMEDIS, INFRA and Diffuplast supply qualified webs, formed containers and validated small-batch capacity to compounding pharmacies, outsourcing facilities and pharmaceutical fillers. Across the 2026 to 2036 period, four strategic priorities define competition: completing phthalate-free film qualification ahead of the 1 January 2029 authorisation application date and the 1 July 2030 sunset, establishing geographically separated secondary capacity after the North Cove disruption, registering 3-chamber lipid-containing presentations for home and ambulatory use, and tying container supply to automated compounding device platforms through port geometry and fill tolerance specifications.

Investment activity in this market is directed at material conversion and capacity resilience rather than at capacity growth. B. Braun began phasing DEHP out of its product range approximately 40 years ago, has invested more than USD 1.2 billion in United States manufacturing and actively supported the California Toxic Free Medical Devices Act, positioning early conversion as a commercial advantage rather than a compliance cost. ICU Medical and Fresenius Kabi have also completed DEHP phase-out. Baxter supported the 2030 California timeline on supply chain continuity grounds, reflecting the scale of conversion required across a plant shipping about one million units per day, and separately reduced headcount by approximately 90 positions at North Cove in 2026. Fresenius Kabi reported a full-year 2025 EBIT margin of 16.4% against 15.7%, with Pharma covering IV Drugs & Fluids at a 21.8% margin against 20.1%, indicating that margin expansion rather than volume growth is funding conversion programmes across the supplier base.

August 2025 - The U.S. Food and Drug Administration declared the intravenous saline shortage resolved, closing the supply event that began with the September 2024 flooding of the Baxter International plant at North Cove in Marion, North Carolina. The plant had returned to pre-hurricane production levels in February 2025 after restarting its final two production lines in January 2025, following a restoration programme that consumed more than 2.5 million labour hours.

July 2026 - Baxter International reported second-quarter results showing total sales of approximately USD 2.96 billion, up 5% on both a reported and organic basis, with Medical Products & Therapies at approximately USD 2.1 billion, up 7% reported and 5% organic, led by the Infusion Therapies & Platforms division and driven primarily by Drug Compounding and IV Solutions. The former Pharmaceuticals segment is now reported within that division. Full-year 2026 guidance was raised to reported sales growth of 3% to 4% and adjusted diluted earnings per share of USD 1.95 to USD 2.15.

June 2026 - Commission Notice C/2026/3084 was published in the Official Journal C series on 10 June 2026, covering thirty-three guidance topics under Regulation (EU) 2025/40 on packaging and packaging waste, and confirming that intravenous bags and syringes are not packaging even when supplied pre-filled because they function as integral delivery devices. The clarification removes recyclability grading, recycled content and reuse obligations from parenteral nutrition bags ahead of the 12 August 2026 application date of the regulation.

February 2026 - Fresenius Kabi reported full-year 2025 results with Nutrition revenue of EUR 2,396 million against EUR 2,399 million, almost stable as reported but up 5% at constant currency and 5% organically, with growth attributed to Europe, Latin America and the United States and a negative contribution from Ketosteril tender business in China. Group revenue reached EUR 8,612 million against EUR 8,414 million at a 16.4% EBIT margin against 15.7%, with Pharma covering IV Drugs & Fluids at EUR 3,735 million and a 21.8% margin against 20.1%.

September 2024 - California enacted the Toxic Free Medical Devices Act, Assembly Bill 2300, signed by Governor Gavin Newsom on 25 September 2024 following unanimous passage through the Senate and Assembly on 26 August 2024. The statute bars intravenous supplies containing DEHP from sale in the state by 2030. B. Braun, which began phasing out DEHP approximately 40 years ago and has invested more than USD 1.2 billion in United States manufacturing, supported the legislation; Baxter welcomed the 2030 timeline on supply chain continuity grounds.

November 2023 - Commission Regulation (EU) 2023/2482 of 13 November 2023 amended Regulation (EC) No 1907/2006 to move the DEHP sunset date for medical devices from May 2025 to 1 July 2030, with a latest application date of 1 January 2029 for authorisation applications to the European Chemicals Agency, aligning the timetable with the transitional periods under Regulation (EU) 2017/745 and Regulation (EU) 2017/746. Nutrition pockets are listed among the common uses of DEHP affected by the restriction.
